Posted this elsewhere but wanted to get it it the general public . . . .
My iPad says I have 7.8 GB of photos stored and that brings me to the capacity of the device. I deleted all photos and then permantly deleted all photos. Been doing this every day for months. Yet the iPad still says I have 7.8 GB stored. What am I doing wrong. (other than owning an iPad)

I've got a couple of pad devices, a Kindle and a Samsung galaxy something or another. Both are POS and suck the bag as an operating system.
I need to get some cheap refurbished small computer that at least acts like a desk type computer.
What does one really need to find the weather, news and maybe email access?
When I down loaded the owners manual for the Samsung to my home computer I found it was huge. How does one download that file to the Samsung and then access it to learn how to use it?
If you found the use of these pad intuitive, congratulations, you've joined the Borg!

You pretty much covered the only good answer I can give you right there.

I started out with MS DOS 3.0 and worked my way up through all the versions of Windows. Underneath everything, there's still MS DOS available to get to and past the pretty GUI. One of the groups I worked with years ago, had the original Macs. It tried to insulate me from that dirty stuff that I could find in MS DOS. But something went wrong one day and I couldn't get past the GUI to troubleshoot and fix it. Apple was trying to protect me...but I really needed it to just get out of the way.

Since then, I've stayed away from Apple.

In addition to the iPad I have a non-apple laptop, which I love and use a lot. The iPad, because,of its size, is so handy to take when traveling.

The idea of the cloud could be right in some way. But I suppose that Willy has not an iCloud account and the Photo app isn’t setted to download the picture from the cloud (in truth I don’t know if the app let a setting like that, the app Music does it). I also suppose that even it’s very easy to delete the content of any app for those who are not used to work on iOS to do some things on the system can be a bit difficult.
The right way, as I said, should be very simple: go to the Settings scroll down to Photo and then be sure that the voices “save the original versions of the pics” (sorry, but I don’t know the exact English voice of this setting) are both unchecked. Then you must do the most annoying part of the operation… open the app Photo and delete all the images. I suggest to save on a cloud all the content of the app before to delete it. Another thing is very important, be sure to update the iOS to the last version, to do it go to Settings➡️General➡️Sof tware Updates (I think that the English voices are named like that)
I hope that this can help you to avoid to do always the same thing aspecting a different result. 🙂

Thank you Guido. When I open "photos and camera" there is no "save the original versions of the pics" or anything similar to that. Thank you for the suggestions. It is much appreciated.

I changed the language. In Settings choose Photos and be sure that the voice “Download and keep the originals” that you see at the top of the menu and “Keep the originals” at the bottom are both unchecked you don’t need to change any setting for the Camera. Doing so you can view the pics from the cloud without downloading them and transfer your pics to a Mac or a PC and remove the originals saving space on the iPad

Thank you Guido for helping with this. In my settings there is only "photos and camera" There is no icon for just photos. When I click on "photos and camera" there is no "download and keep the originals" or keep the originals" to uncheck. I have never shared anything to the cloud and wouldn't know how. I am a computer Klutz, as I'm sure you already figured out . . . Thank you again.

If you have an AppleID and are signed into iCloud then deleting photos on the iPad may not be deleting the copy in iCloud. Apple should be caching pictures back and forth to keep working space available on iPad.

Thank you David for jumping in. It is much needed and appreciated. I have an AppleID but I just checked my ICloud account and I didn't see anything about photos. There were tabs for Safari & calendar & contacts etc., but nothing for photos. Thanks again for your help.

just check my ICloud account and it show it has 5.0GB of storage and 5.0GB available. So it appears I have nothing stored on it.

I did a subscription for 0.99€ per month to have 50Gb of storage space on iCloud, then I have also an old subscription for Music Match that lets me to play my music library on every registered device, even the files imported in iTunes from a cd or another memory storage. This subscription doesn’t use the space of iCloud, it has its own unlimited space. I don’t remember how much it costs but I think that it’s less than the Music subscription which is available at this moment.

Steve, since I use a computer my brain has less memory storage space of an old floppy disk.

When I bought the first iMac (the colored ones, mine was blue) it was a real crisis: that computer had not the floppy driver because it was meant as the beginner of a sort revolution using internet for the files transfer… the problem was that here internet was too slow (56kb per minute, but in truth 7/12kb, never faster than this speed) and the capability of an e-mail vas ridiculous. At the first time it was terrible, then the Apple Stores started to sell some floppy drivers). The intentions of Steve Jobs were great but the world wasn’t prepared. ☹️

You need to do an update, now there is the 12.xx version and the new device are ready to install the newest 13 beta version. But probably your iPad can be updated to the last 11 version. It’s very important to do all the updates in the Apple devices. I know that who is used to the Windows system are a bit refractory to do frequent updates, but the iOS and the MacOS need to be always updated.

When you delete photos, they don't get deleted, but end up in a Recently Deleted album. If I scroll all the way to the bottom of the Album view, there is the recently deleted album. Inside that are all the photos that were deleted, mine shows how many days until they actually get deleted. At some point, they will get deleted off the iPad, typically 30 days. I believe you can select all of the photos in the recently deleted album to finally delete them. Depending on what version of iOS or iPadOS you have, it may look a little different. My iPad in on the latest iPadOS 13.1.

If you are saying you delete the photos, and they show back up in the all photos section, that is very strange, and not normal.

For what it's worth, Apple products have never run any version of MS DOS. macOS is built on Unix, and yes, there is a terminal available that looks like the old command driven MS DOS. Comparing Unix to MS DOS is analogous to comparing an R1250GS to a bicycle. The command syntax in Unix is very different from MS DOS, while the concepts are similar. For 99% of people, there's no need to go into terminal. For trained technicians, or power users, terminal can be used to access settings not available in the GUI. As someone who has used personal computers since the first floppy drive versions of MS DOS, and all versions of Windows, I'd never give up my Mac and macOS. iPads and iPhones run an Apple proprietary operating system that has noting in common with MS DOS. All of which has nothing to do with WildWill's issue.

I delete the photos in the recently deleted album and this permanently deletes them. They don't show up again and the photo album and recently deleted albums show empty. Yet my settings show 7.8GB stored.

Sorry, I forgot the step to delete also the photos from the Recently Deleted album: I always do it immediately when I delete some pics, it's a sort of automatic step for me. thank you, Paul to have pointed this fact.

Thanks for the reply Rod. I don't share photos with any other device and have no trouble deleting photos. It's just that deleting all my photos doesn't free any storage. It shows 7.8GB in storage. When I try to use the camera it says not enough available to take one photo. Your response is much appreciated.

Found another one that sounds almost exactly like your problem:

Thanks again Rod. I set my date back a full year and no phantom photos popped up. I have the iPad spawned by Lucifer . . .

On a whim I went back 4 years and 13,000 photos popped up in "recently deleted." Permanently deleted, them and I now have storage. Whoda thunk? Thanks Rod.
